Actually, I think those are brickyard workers. Maids would have been somewhat cleaner and more formally dressed. It's a great photo, anyway.

Munby collected so many great photographs, and he had a fascinating private life with maid Hannah Cullwick. It's amazing how the dirt, grime, rough clothing of those women just emphasize their basic femininity.
